COMMERCIAL ITEM DESCRIPTION
SEAL, ANTIPILFERAGE
(SELF LOCKING)
The General Services Administration has authorized the use of this
Commercial Item Description in preference to Military Specification
MIL-S-23769, types I and II.
This commercial item description covers self-locking seals for use in sealing railroad containerized shipments.
Salient characteristics:
Self-locking seals shall be of the following types, as specified.
Type I- Ball
Type II- Flat
Shall be at one or two-piece construction.
Shall be continuous strips having leading edges which mate with locking devices so that the seals, when locked, form loops or bars through a shackled or grommets to prevent unauthorized opening of the locked container.
Type I seals shall be metal strip having a formed leading edge and fitted with a locking device encased in a spherical or near-spherical housing.
Type II seals shall be a metal strip having a formed leading edge and fitted with a locking device encased in a flat, rectangular housing.
Seals bodies shall not be less than 6-3/4 inches long and not less than 0.312 inch wide.
Shall be capable of being locked manually and require no tools to insert the leading edge into the locking device.
Locked seals shall resist withdrawal of the leasing edge from the locking device at pressures less than 70 pounds.
Unless otherwise specified, the seals shall be marked with the letter “US”.
All seals shall be marked with consecutive serial numbers as specified. Numbers shall not be provided in duplicate.
Workmanship. Seals shall be constructed so as to assure proper functioning of all parts of the seal.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawings, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial marketplace. The government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Regulatory requirements. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing and marking. The packaging and packing shall be in accordance with normal commercial practice and packed to assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with the National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
